Senior engineering time in Egypt costs a fraction of Western European or US rates. The difference is cost of living, not seniority, which is what separates Egypt from the cheapest offshore markets where you pay twice for the same work.
Egypt produces a large number of engineering graduates every year and has had an established software outsourcing sector for decades. Finding and keeping senior developers here is a normal hiring process rather than a search.
English is the working language of Egyptian software teams. Code, documentation, and calls are all in English. Arabic is native, which matters when your product ships to the Gulf and the interface has to work in both directions.
